Emergency Services

IPL is a supplier of innovative software, consultancy and know-how to the UK’s Emergency Services sector. Through IPL’s own products and services, and those of our partner network, we offer a broad portfolio of COTS solutions and consultancy services. Our current customer base includes Kent Police, Hertfordshire Constabulary and Wiltshire Police.

In 2009, IPL was awarded the Collision Reporting And SHaring (CRASH) system by the National Policing Improvement Agency (NPIA) and the Department for Transport (DfT). CRASH is a national system for the reporting, investigation and dissemination of data on road traffic collisions. The award followed a keenly fought competitive tender action via Buying Solutions. IPL's experience and track record, understanding of the NPIA's requirements and focus on software quality were some of the many reasons why it was successful.

IPL is also playing a key role in the delivery of the FiReControl programme via our strategic partnership with EADS. Awarded to EADS in 2007, FiReControl will provide England's fire and rescue services with a new networked control capability. IPL's role in this programme is to deliver Support Applications that are required to support the core functionality of the FiReControl system, including those required to maintain the reference data that is required to mobilise resources to incidents.

Over the past 13 years IPL has built unique capabilities in intelligence-led policing solutions and geospatial applications. Not only do we supply custom-built IT systems but we are experts in ensuring such applications interface effectively with other force-specific operational systems, area-wide IT collaborations, and National systems (e.g. Libra and PNC). This results in systems that do not need experts to use, that properly exploit available information assets, and that really do make policing easier.

A key part of IPL's offerings in the Emergency Services sector is our Intelligent Policing (IP) product set. IP is a framework for an integrated suite of components offering Intelligence, Crime, Case, Custody, ANPR analysis and Crime Mapping functionality. We believe it is unique in being the only product to be fully aligned with the principles of ISS4PS and whose design is based on a SOA. The first components within the framework to be made fully available are IP ANPR and IP Map.

ANPR Intelligence – IP ANPR

Only when ANPR data is enriched with information from other sources, particularly operational intelligence, does its full power become apparent.

Developed in conjunction with Kent Police, IPL's IP ANPR is unique in combining intelligence and ANPR data into a powerful toolset able to detect and investigate serious and complex crime. Through detailed analysis of vehicle movements, IP ANPR reveals patterns of behaviour which, when linked to other intelligence data, provides forces with a truly powerful investigative tool. Importantly, it builds on existing investment in ANPR and intelligence data and does not add to the data administrator's burden.

ANPR Infrastructure Health Check Tool – ANPRecision

ANPRecision has been developed to enable police forces to effectively manage their camera network and ensure that these valuable assets are used efficiently.

The Home Office and the National Policing Improvements Agency (NPIA) are piloting an ANPR collaboration project in the East Midlands. The project aims to deliver added benefits to intelligence analysis, post-incident investigation and real-time vehicle intercept operations by integrating ANPR reads, intelligence information and crime data in the five forces. IPL has delivered ANPRecision to all of the East Midlands police forces helping them collect valuable operational information about their ANPR networks.

GIS Expertise

As part of IPL's 'Intelligent Policing' product set we have developed the lightweight, open source IP Map solution which enables police forces, and other emergency services, to rapidly deploy solutions which maximise the ROI of their subscription to the Mapping Services Agreement (MSA) without incurring additional licence fees.

IP Map is a free integration of open source tools that takes Ordnance Survey data and provides an easy to use, “slippy maps” user interface. It offers an inexpensive alternative to heavyweight GIS solutions.

IPL's approach and adoption of such technologies aligns with and promotes the Cabinet Office's strategy around open source software.

Mobility

Policing in the UK faces huge challenges, as it tries to balance ever expanding demand with a period of tightening financial constraints. This creates a business case for providing front line officers with mobile data. The Home Office Green Paper published in early 2008 further highlighted the need to reduce bureaucracy and paperwork, enhancing the efficiency of front line officers and the service provided to the public.

Having information in the right place at the right time, which is up to date and accurate, is vital to help officers with their work with the public.

IPL's work around CRASH will provide all 43 forces in England & Wales with a capability to record collision data on mobile devices. This project will liberate officers from their desks and enable them to work better and smarter.

Managed Application Services

IPL's Managed Application (MA) services provide comprehensive management and support of clients' software applications, irrespective of whether we developed them. Delivered with characteristic precision, efficiency and flexibility, these process-driven services draw on the best of modern industry practice, and are closely aligned with the IT Service Management Forum's IT Infrastructure Library ITIL® V3. Crucially, our MA services are specifically designed to meet the particular needs of each client through an agreed service contract containing clearly defined service scope and service levels.

ISS4PS Compliance – IP Core Services

IPL has invested significant time and effort in understanding the implications of ISS4PS on existing and future solutions, both at a local and national level. IPL is now uniquely equipped to assist police forces in embracing the challenge that ISS4PS has introduced.

In order to establish a framework for convergence which will support Information Improvement Strategy (ISIS) in policing by 2015, IPL believes that full ISS4PS alignment is a necessity from the bottom up.

IPL's Intelligent Policing Core Services (IPCS) is a platform that provides an ISS4PS-compliant services interface to an underlying CorDM database. IPCS can be used for all types of SOA police applications in the future: e.g., crime, custody, and case file management. It is an architecture that is a platform for innovation, both centrally and locally.
